This toolbar contains general commands.

Let’s consider toolbar buttons and their purpose (left-right):
| New | This submenu contains commands to create a new test (educational or psychological test from scratch and from an existing one). |
| Open | Allows to open an existing file for editing in standard Open file dialog. There is a submenu containing the commands to reopen and edit last opened tests. |
| Save | Allows to save current edited test under the same name. |
| Save As | Allows to save current edited test under another name. Standard Save file dialog box opens. |
| Save All | Allows to save all edited tests under their current names. |
| Print Preview | Allows to make report and preview it before printing. |
| Print | Allows to make and print a report. |
| View | The submenu contains commands to customize the application appearance |
| Search Condition | This entry field is designed to specify search string condition. |
| Find | This submenu contains commands to find data in any or some field of the current list according to the search string. |
| Configuration | Allows to customize the application. |
| Window | This submenu contains commands to manage child windows of the application. |
| Help | Allows to get helpful information. |

| Toolbars | This submenu contains commands to control visibility of toolbars. |
| Task Panes | This submenu contains commands to control visibility of task panes. |
| Mode Selector Panel | Controls visibility of mode selector panel. |
| Current Mode Panel | Controls visibility of current mode panel. |
| Window | This submenu contains commands to manage opened test editing dialogs. |
| Development | Activates the Development mode of the application. |
| Users | Activates the Users mode of the application. |
| Testing | Activates the Testing mode of the application. |
| Scores | Activates the Scores mode of the application. |
| Actions | Activates the Actions mode of the application. |
| Security | Activates the Security mode of the application. |
| Visual Style | This submenu contains commands to customize color and toolbar style. |
| Save Current Configuration | Saves current configuration of application appearance. |
| Restore Configuration | Restores last saved configuration of application appearance. |
| Save Configuration On Exit | Determines the necessity to save configuration on exit. |
